These Regulations came into force on 20 September 1999 and apply to Northern Ireland only.
They implement the lifting aspects of Directive 2009/104/EC, on the minimum safety and health requirements for the use of work equipment by workers at work.
These Regulations should be read in conjunction with the Provision and Use of Work Equipment Regulations which implement the directive in relation to non-lifting activities.
The aim of these Regulations is to make sure that lifting equipment is safe, regardless of its age, condition or origin.
All lifting operations involving lifting equipment must be properly planned by a competent person, appropriately supervised and carried out in a safe manner. The regulations also require that all equipment used for lifting is fit for purpose, appropriate for the task, suitably marked and, in many cases, subject to statutory periodic 'thorough examination'. Records must be kept of all thorough examinations and any defects found must be reported to both the person responsible for the equipment and the relevant enforcing authority.

6. The Secretary of State for Defence may grant exemptions from the Regulations in the interests of national security (regulation 12).
