The regulations place responsibilities on employers, the self-employed, and employees to ensure that they comply with the requirements and take steps to protect themselves and others from harm. The regulations also require that a suitable and sufficient assessment of the risks involved in construction work is carried out and that measures are taken to eliminate or control those risks.

There are no general exemptions to the Construction (Health, Safety and Welfare) Regulations 1996. It is the responsibility of the employer, contractor or self-employed person to determine if an exemption applies in their particular circumstances.
