The regulations apply to a range of individuals and organizations, including manufacturers, importers, waste management companies, and anyone who handles or disposes of PCBs or other dangerous substances. The aim of the regulations is to protect the environment and human health from the harmful effects of these substances.

The Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (Scotland) Regulations 2000 do not provide specific exemptions for the disposal of polychlorinated biphenyls (PCBs) or other dangerous substances. However, there are some situations where the regulations may not apply or may apply differently:
- Exemptions for low-level PCBs: The regulations do not apply to the disposal of low-level PCBs that are below a certain threshold concentration. The threshold concentration for low-level PCBs is set at 50 parts per million (ppm) for all wastes except oils, where the threshold is 2 ppm.
- Exemptions for emergency situations: The regulations provide exemptions for emergency situations where immediate action is necessary to prevent harm to human health or the environment. In these cases, individuals or organizations may take action to dispose of PCBs or other dangerous substances without meeting all of the usual requirements of the regulations. However, they must still notify the relevant authorities as soon as possible and take all reasonable steps to minimize harm.
- Exemptions for certain types of waste: The regulations do not apply to certain types of waste, such as household waste, sewage sludge, or waste from medical or veterinary treatment. However, other regulations may apply to the disposal of these types of waste.
- Exemptions for certain activities: The regulations do not apply to certain activities, such as the use of PCB-containing equipment or materials that were installed or in use before the regulations came into force. However, these activities are still subject to other regulations that may require safe handling and disposal of PCBs or other dangerous substances.
